AHRCC, Cuttack being one of the 27 RCCs of India at present started functioning since 24th April 1984 as an Odisha state-autonomous institution to facilitate treatment, education & training and research of cancer with modern and advanced method and technologies. Early detection and treatment with prevention of cancer is the motto of this institution. The Governing Body of this centre is constituted under the Chairmanship of the Hon’ble Minister of Health & Family Welfare, Govt. of Odisha. The Governing Body shall have general control over affairs of the institute and shall have authority to exercise all powers and perform all functions for the planning and running of the institute consistent with aims and objective of the institute. An Executive Committee is also formed under the Chairmanship of the Secretary to Govt. of Odisha, Health & Family Welfare department to monitor and guide the Director for better management of the Institute. The Director being appointed by the Government of Odisha as the Chief Executive of the centre. His duties & functions are described in the AHRCC-Bye-Laws, currently amended up to 2013. This Centre solely depends on the grants received from Govt. of Odisha, Govt. of India and Users’ fee collected from the patients. Central Government has proposal to elevate this State Cancer Institute (SCI) as an Apex Centre of Excellence at par with any developed cancer centre of India. Awareness programs for common cancers like Oral cancer, cervix cancer and breast cancer are conducted regularly in this centre as well as in the periphery rural areas through health camps throughout the year as a part of the National Program for Prevention and Control of Cancer, Diabetes, Cardiovascular Disease and Stroke (NPCDCS). The ill effects of indiscriminate use of tobacco are special target in the awareness program, to prevent the most common oral cancer of this region. Hospital Based Cancer Registry and Patterns of Care and Survival Studies in Cancer Cervix, Cancer Breast and Head & Neck Cancers (HBCR-POCSS) under the National Cancer Registry Programme is functioning in our institution.To help the poor, BPL card holders are treated free of cost. To complement the situation they also get help from, Biju Krushak Kalyan Yojana (BKKY), Rastriya Swasthya Bima Yojana (RSBY), Odisha State Treatment Fund (OSTF) Prime Minister’s Relief fund, Red Cross Relief fund, Rashtriya Arogya Nidhi (RAN) and Health Minister’s Cancer Patient fund for their treatment. The “Niramaya” is functioning since 01.05.2015 and providing non-cancer drugs and anti-cancer drugs to all the patients is under the support of OMSC Ltd. The 24 hrs emergency service is in operation since 01.06.2015 and there is proposal for full fledged 20 bedded casualty. The Grievance Redreesal forum is functioning on every Monday in our centre. Our centre has provided active support for the opening and functioning of cancer wing at Capital Hospsital, Bhubaneswar.Under the NPCDCS scheme our centre is providing cancer diagnosis services to the districts of Malkangiri, Koraput, Nuapada, Nawarangpur & Bolangir since 2014.
